    The Northern Province IESL caters to the professional needs of engineers in the five districts of Mannar, Vavuniya, Mullativu, Kilinochchi and Jaffna. Massive development activities are currently taking place in this province and there is a lack of experienced Engineers in these areas. Also the number of Engineers working in this province is much less compared to other provinces. Therefore the IESL activities are very essential for this Province.


    The Annual General Meeting of  the IESL Northern Provincial Centre (IESL- NPC ) was held at the Fort Hammenhiel Resort, Karainakar, on 9th, October 2013 (Wednesday) from 5.30 p.m onwards. Eng. Tilak De Silva, President of IESL for 2012/2013 session was the Chief Guest and Eng.,S.B.Wijekoon, President - Elect of IESL for 2013/2014 session was a special guest.


    More than 70 members including Corporate and Associate Members in the province, attendant this event.  It commenced with welcome dance followed by lighting of traditional oil lamp.


     Eng. Tilak de silva, in his speech indicated the importance of IESL in terms of the development of Northern Province, expediting the commencement of the Faculty of Engineering of the University of Jaffna at Kilinochchi and the accreditation of other Engineering educational Institutes by the IESL. He wished Good Luck for the NPC and congratulated it for being one of the best centers out of the 8 Regional Centers.


     Eng. S.B Wijeekoon did the presentation on the topic of ‘Adjudication and Arbitration in Construction Contracts’ .

    The National Archives Week 2013 was declared open on Monday 4th November, 2013 by Hon Minister of National Heritages, Dr. Jagath Balasuriya, at the Auditorium of the National Archives in Colombo. This year’s theme “Archives of Engineering Constructions” focuses on creating awareness among the public and engineering students about the engineering  materials available in the archives.

    The event was marked by a seminar on the first day and an exhibition that will continue for the entire week. The Department of National Archives also issued a special souvenir and poster to mark the event. Programmes for school children have also been arranged.

     The IESL being the premier professional body for the engineering profession in the country provided its fullest support for organizing this event which had engineering knowledge and materials available at the archive as its focus. Eng. Tilak De Silva, Immediate Past President of IESL chaired the seminar where papers were presented by professional engineers.

    Eng. Probodha Jinasena, Chairman of the Civil Engineering Sectional Committee of the IESL and Eng. U.S Karunaratne, both of whom are from the Central Engineering Consultancy Bureau, a leading statutory organization in the field of construction in the country also extended their fullest support at the event.

    The  awards ceremony of the Techno Sri Lanka 2013 exhibition was held in grand style at the Hotel Galadari on Friday,  1st November, 2013 amidst a large gathering of stall holders , sponsors, competitors, judges and members of the IESL. Hon. Pavithra Wanniarachchi (Attorney at law)  Minister of Power & Energy graced the occasion as the Chief Guest

    The national anthem and lighting of the oil lamp was followed by the welcome address by Eng. Tilak De Silva, President - IESL for the 2012/2013 sessions. Awards were given for the stall with the Most Innovative  Local Product, the Product with the Highest    Social Impact, the Best Display of Local Product, the Best display of Imported  Product, the Best Display of Engineering service, for the overall performance, the Best Demonstration, the Best Sectional Committee Stall IESL  and the Best Provincial Centre IESL, The giving away of awards was regularly interspersed by a variety of dances and music.

    Tokens of appreciations were also presented to Sponsors for their contribution for Techno Sri Lanka 2013.

    Winning teams of the Hackathon, CAD Eager and Spaghetti Bridge competitions organized respectively for Computer and Electronic Systems undergraduates, Mechanical Engineering undergraduates and Civil Engineering undergraduates also received their team awards amidst boisterous applause.

    The Members Raffle Draw conducted for the first time saw attractive prizes being gleefully carried away by winning members of the IESL amidst  wide cheers. The 1st prize earned two return air tickets to Singapore or Bangkok. The 2nd prize was a Samsung Galaxy Tab. The 3rd prize was a Weekend Packages for two at a star class hotel.

    The Vote of Thanks was delivered by Eng.  Shavindranath Fernando – President IESL for the 2013/2014 sessions who is also the Chairman Techno Sri Lanka – 2013 Organizing Committee.

    The ceremony ended with fellowship and dinner while being entertained by music and dancing.

    Marking another milestone in its history the IESL held its Inaugural National Engineering Conference on Thursday, 24th October, 2013 from 8.00 a.m. onwards at the Hotel Galadari under the theme “Engineering  Sri Lanka’s Future”

    President IESL, Eng. Tilak De Silva delivered the welcome address. The Keynote address under the theme “ Engineering Sri Lanka for a Better Tomorrow was delivered by Mr.Gotabaya Rajapaksa, Secretary to the Ministry of Defence and Urban Development.

    An eminent panel of speakers drawn from a cross section of personalities who make the engineering profession holistic and complete whilst collectively impacting on the rapidly changing landscape shared their experiences providing rare insights to the intricacies involved in the process to the capacity crowd that attended the event. 

    The event will henceforth be a regular feature in the annual events calendar of the IESL.

    A special delegation comprised of IESL President, President- Elect and Chairman Electrical and Electronic Sectional Committee met H E The President at ‘Temple Trees’ on  Tuesday 22nd October,2013 

    And Had discussions on the Engineering Council Act, Engineering Education, Contribution of the IESL to government programs and the National Engineering Conference that was to be held on Thursday 24thOctober, 2013 at the Hotel Galadari.

    H E Mahinda Rajapakse is the current patron of the IESL which has traditionally had the head of the state as its patron.

    The Institution of Engineers, Sri Lanka Central Provincial Centre (IESL CPC) held its Annual General Meeting at the Hotel Oak Ray Regency, Kandy on 27th Sept. 2013, in the presence of a large gathering of its members from all over the province. .Hon. Mahindananda Aluthgamage - Minister of Sports was the Chief Guest while President of the IESL, Eng. Tilak De Silva, Eng. Shavindranath Fernando, President-Elect of IESL   and Eng. Arjuna Manamperi, Chairman – ICT Committee of the IESL graced the occasion as special guests.

     The very first provincial arm of the IESL, the IESL CPC was established in 1982. It has over 500 members from its 3 districts of Kandy, Matale and Nuwar Eliya working in public and private sector. The province is home to some of the largest hydro-power generation infrastructure in the country in addition to infrastructure related to supply of safe drinking water, education, health, etc.

    In his address the Hon. Minister: expressed his appreciation of the vital role played by engineers in developing  Kandy and other parts of the country. He however stressed the importance of demonstration of  innovative and entrepreneurial excellence rather than just managerial skills among engineers as they are the most qualified to do so.

    The President, IESL in his speech informed that the IESL is now globally connected and that the potential for group activities of the provincial centres has increased and that it’s necessary that they have places of their own to perform their enhanced functions effectively. He also stressed that all members should register with the  new membership management system of the IESL and be partners in the digital journey of the IESL and derive full benefits from

    Eng.Shavindranath Fernando: gave a presentation on supply and demand for "energy" in Sri Lanka and pros and cons of various available energy sources. He also promoted Techno 2013

    A get together followed the AGM with lots of fellowship and enjoyment among the more than 150 members who attended

    A District Centre affiliated to the IESL Northern Provincial Centre was established on Friday, 13th September, 2013 in Mannar. The event, attended by a large number of engineers in the region, was held at the Irrigation Department (Central) Murugan, Mannar. Eng. A. Robert V. Peiris was elected as the Founder Chairman of the new centre while Eng. Consalas and  Eng.A.Thevanand were elected respectively as  Vice Chairman and Secretary.

    President of IESL, Eng. Tilak De Silva  and Chairman, ICT Committee of IESL, Eng.Arjuna Manamperi  graced the occasion with their presence. This is the 3rd such district centre to be established by the IESL under its policy of making its services easily accessible to members at the district level. The New Membership Management system launched recently by the IESL requires just a PC with internet connection for members to participate in the activities of the institution. Eng. Arjuna Manamperi made a comprehensive presentation on the use and benefits of the system.

     A presentation on  “ Water Resources Development in Mananr District with the Dawn of Peace” by Eng. S.M.A Nelugolla, Director of Irrigation- Mannar, Irrigation Department gave a brief but comprehensive perspective on water resources development taking place in the north.

    Official ceremonies over, guests and invitees participated later in the night in a fellowship event held at the living quarters of the Irrigation Department. Incidentally the two buildings that are now used as living quarters for visitors and resident engineers had in the recent past served as a court house and administrative building for the LTTE in that area. To add finishing to the unique experience , guests,  were treated to the tastes of experimental export quality fruits cultivated from a land that had not long ago been full of bombs and mines.

    The credit goes to Eng. N. Suthakaran, Chairman – IESL Northern Provincial Centre and the Executive Committee for the successful establishment of the Mannar District Centre. Together with Eng. N.Kirushanrooban of the Irrigation Department in the region, and his able team of young engineers the fellowship and hospitality to the guests  that followed were superbly organized.

    A District Centre affiliated to the IESL Uva Provincial Centre  was established at Monaragala at a ceremony held in this connection at the Victory Inn, Moneragala. 

    Eng. Tilak De Silva, President of the Institution of Engineers, Sri Lanka (IESL) and Eng. Arjuna Manamperi, Chairman ICT Committee of the IESL graced the occasion with their presence.

    Eng. S.N.B.M Padmasiri, Chairman, IESL Uva Provincial Centre welcomed the special guests and  large number of engineers from Monaragala, Bibile and Wallawaya areas of the Monaragala district who attended the event.

     Addressing the gathering Eng. Tilak De Silva explained his goal of making IESL accessible to its members at the district level. He said that this is the 6th such district centre established by the IESL up to now, the others being those at Kegalle, Polonnaruwa, Mannar, Ampara and Batticaloa. He commended the Chairman, Eng. S.N.B.M Padmasiri and Executive Committee of the Uva Provincial Centre for their successful efforts towards establishing the Monaragala District Centre.

     Eng. Arjuna Manamperi did a presentation on ‘The Usage and Benefits of the new Membership Management System of the IESL’

    At the end of the formal session, all the engineers who gathered (around 60) converged to enjoy a "paduru patiya" and a sumptuous dinner made with local delicacies such as fresh water fish from the near by reservoirs

    Engineering Excellence Awards 2013, the premier event of the year for rewarding outstanding achievements  by engineers and engineering enterprises organized by the IESL was held at the Cinnamon Grand on Tuesday, 24th September, 2013 from 7.00 pm onwards. Hon. Basil Rajapaksa, Minister of Economic Development was the Chief Guest and Hon. Pavithra  Wanniarachchi, Minister of Power and Energy was the Guest of Honour for the   event.

    The most prestigious award of the event, Eminence in Engineering Award ,was bestowed upon Eng. Subasinghe Arachige Don Hector Sam Subasinghe ( Eng.H.S Subasinghe), former General Manager of CEB best recognized for his pioneering role in setting up the Lanka Electricity Company (LECO), to take over the dilapidated electricity distribution network maintained by local bodies and introduction of novel concepts such as Pole Mounted Distribution Transformers, Pre-stressed Concrete Poles, Spot Billing System, etc. to the LECO as its founder chairman. 

    The Excellence in Engineering Awards  were carried away by Prof.J.R.Lucas, Senior Professor of Electrical Engineering  of the University of Moratuwa, in the field of Electrical Engineering and by Eng. Mangala P.B Yapa, the dynamic MD/CEO of Colombo Dockyard Ltd, in the discipline of Marine Engineering  for his outstanding achievements in transforming  the company in to a world class shipbuilder and repairer and the attendant prestige, transfer of technologies and earning of foreign exchange it brought to the country . 

    The President’s Award, given at the discretion of the IESL President in recognition of outstanding contribution/initiative made towards achieving the institution’s plans, goals and objectives was this year bestowed upon Eng. Arjuna Manamperi, the architect of IESL’s current drive towards ICTization of its Secretariat functions and membership services and the force behind its new, cloud based, Membership Management System and Global Connectivity with its membership and international professional organizations. 

    A Special Appreciation Award was  bestowed on Eng. (Dr.) Ananda Ranasinghe, Immediate Past President of IESL for his outstanding contribution to the institution during his presidency and his continued support in the current session.

    The Young Chartered Engineer Awards, Social Responsibilities and Environment Award and Engineering Heritage Award  were won by the following personalities for their  outstanding performances as engineers in their respective fields as follows:
